New quote requests are stored with a recovery timestamp. A Netlify Scheduled Function checks every 15 minutes and can send an approved WhatsApp Cloud API template when the quote remains unbooked.

Requires Meta WhatsApp Cloud API credentials + an approved template. If they are not configured, the scheduler safely skips sending instead of pretending it sent a message.
